Providing strategic transport policy and infrastructure advice to the international development sector
Transport Infrastructure Specialist, Robert Hardy, provides technical and policy advice to the international development sector. Engagements in 2023 include:
- Due Diligence Consultant to the Millennium Challenge Corporation for their upcoming Indonesia Compact II - a major program of institutional reform and demonstration projects aimed at improving subnational government access to blended finance for infrastructure (until 2029)
- Subnational Roads Policy Advisor - leading a team of consultants advising the Government of Indonesia on continued strategies to reform and improve the subnational road sector with the objective of improving road network performance, capacity and value for money
- Independent Tender Evaluation Panel Advisor - appointed by DFAT (Govt of Australia) to provide independent evaluation of tenders and grant applications
- Technical Lead for the update of the Vanuatu Road Design Guide which was rewritten to increase the resilience of road assets to climate events, including provision of road design training to Public Works Department staff
- Team Leader for the Institutional and Governance Review of the Federated States of Micronesia Road Sector.
Based upon varied international experience over a 42-year career, Robert is able to provide support on transport planning, feasibility studies, design management, procurement and tendering, project finance options, construction oversight, operation and maintenance, road network management, policy and strategy development, organisational development and design, capacity development and institutional strengthening.
